Strengthening Capacity in Post Disaster Needs Assessment (PDNA) in the Caribbean


While countries in the Caribbean have made substantial progress in strengthening their capacities in disaster management, for example in early warning, preparedness and response, there has been less progress in  assessing the full costs of hazard impacts and the cost-benefit of DRR strategies. In most of the Caribbean countries impacted by major natural hazards, there is a dependency on external partners to define and implement comprehensive post disaster assessments such as the Damage and Loss Assessment (DaLA) or Post Disaster Needs Assessment (PDNA).  Further, in most cases, it is not clear that many agencies understand how the DALA /PDNA relate to initial and sector assessments, the recovery strategy or existing socio-economic data and information.

UNDP Barbados and the OECS has supported PDNAs in St Vincent and the Grenadines and Saint Lucia following the Christmas 2013 low trough rainfall event affecting those countries.  Additionally the Barbados Sub-regional office has successfully applied to the World Bank managed Global Fund for Disaster Risk Reduction (WB GFDRR) for support to PDNA capacity building in seven beneficiary countries and to be expanded at the wider Caribbean level.

The GFDRR funded Strengthening Capacity in PDNA in the Caribbean Project was designed with this in mind and seeks to:

  • Review of PDNA Capacity Building in 7 countries
  • Training national participants in PDNA and associated methodologies
  • Develop a modular programme for PDNA
  • Develop a  mechanism for continued regional capacity development in PDNA

The project will also be closely aligned to the UNDP global roll-out of the PDNA initiative. UNDP has been collaborating with global partners – UNDG, World Bank and the European Union in reviewing and adapting the PDNA methodology based on experience in applying this tool and capacity building initiatives. The PDNA complements assessment of damage and losses in infrastructure and on a macroeconomic scale with impact analysis of human components e.g. livelihoods, productive sectors, the environment, health, education, etc. Based on this work, the PDNA methodology has been systematized and is ready for roll out in training programs, as reflected in the proposed course agenda.

This initiative is expected to realise the following:

  • Enhancing national and regional capacities in the implementation of the main tool utilised by development partners and donors in assessing the comprehensive impact of hazard events
  • Enabling countries to more effectively capture the full costs of the regular / annual events and incorporate these into the accounting system
  • Strengthened capacities at the national level to develop and when necessary implement post disaster recovery plans and strategies

Accomplishments to Date:

  • Supported regional dialogue between countries and development partners on the streamlining of the damage assessment process and also supported training in the use of the new system.
  • PDNA training completed in St Vincent and the Grenadines with 35 national representatives being trained in the methodology, four additional countries scheduled for 2015.
