Luis Francisco is a seasoned crisis prevention and recovery expert, with years of experience managing projects and funds in complex development situations. He has led UNDP's former Bureau for Crisis Prevention efforts in Latin America and the Caribbean and Europe and the Commonwealth of Independent States; and worked with UNDP in Colombia, Peru and Kosovo coordinating conflict prevention, post-conflict reconstruction and sustainable development initiatives. Prior to his appointment in Dominica, Mr. Thais was the Head of the Project Office in the British Virgin Islands (BVI).
Mr. Thais holds a M.A. in International Economics and Conflict Management from Johns Hopkins University School of Advanced International Studies (SAIS), a degree on Political Science from the Pontificia Universidad Catolica de Chile and completed an executive programme on Extractive Industries in Columbia University.
