OCTs Regional Risk Reduction Initiative (R3I)

The OCTs R3I covers the English and Dutch overseas countries and territories in the region, a total of 11 islands. The proposal is for €4.932m secured from the European Union covering a period of 3 years (2009-2011). The project's goal and outcomes are as follows:

Goal: to address the risk and exposure of the English and Dutch OCTs by providing a network of regional infrastructure, programmes, policies and protocols with outcomes aimed at reducing loss of human life and lessening the economic impact from disasters

  • Outcome 1: Develop/update hazard mapping (HM) for flooding, surge, tsunami, wind and associated vulnerability assessments (VA)
  • Outcome 2: Incorporate HM/VA into spatial information systems to inform planning and development processes
  • Outcome 3: Pilot a regional EWS for the OCTs, based on the ITU automated alert protocol for warnings
  • Outcome 4: Capacity building in response and recovery, in order to shorten recovery periods through the use risk assessment and mitigation practices for development planning
  • Outcome 5: Develop local capacities in terms of tools and best practices to support comprehensive disaster risk management

Aug 2009
The second stakeholders' consultation was convened in St. Maarten to review progress made thus far in 2009, identify country priorities in terms of capacity needs, finalise country inputs into the annual work plan (AWP) for the remainder of 2009 and agree on the project governance arrangements. All countries were present with the exception of Bonaire, Curacao, Cayman Islands, and Saba. The event was covered by the local media in Sint Maarten.

The first meeting of the Project Board followed, where key decisions included approval of a revised governance structure to increase country participation and a revised AWP.

Mar 2009
A stakeholder consultation was held in Barbados to gather inputs and feedback for the finalisation of the project document, the 2009 work plan, and management arrangements. The countries represented included Anguilla, Aruba, British Virgin Islands, Cayman Islands, Curacao, Montserrat, St. Eustatius, St. Maarten and the Turks and Caicos Islands. Agencies present were CDERA, DfID, EU, UNDP Barbados and the OECS, UNDP Jamaica, and UNICEF.
