Enabling Activities for the Preparation of Second National Communication to the UNFCCC (SNC)

These projects are being executed within 7 countries of the sub-region: Antigua and Barbuda, Barbados, Dominica, Grenada, St. Kitts-Nevis, St. Lucia and St. Vincent and the Grenadines. These activities fulfil the requirements for each country in submitting their second national report (SNC) to the Conference of Parties of the United Nations Framework Convention on Climate Change (UNFCCC).

The UNFCCC was adopted at the 1992 United Nations Conference on Environment and Development in Rio de Janeiro. Under the associated Kyoto Protocol, all acceding Annex I countries have agreed to legally binding targets for reduction in their greenhouse gas emissions. which All Parties to this Convention are required to submit reports on the progress of its implementation.  At the core of these national communications is information on greenhouse gas emissions.

Work conducted under the SNC builds on activities undertaken during the Initial National Communication (INC), as well as under the CPACC, ACCC and MACC projects, led by the Caribbean Community Climate Change Centre (CCCCC). The main components are:

  • National circumstances chapter including information on the country’s social and economic characteristics, climate, natural resources, etc
  • Greenhouse gas inventory (GHGI)
  • Programmes containing measures to facilitate adequate adaptation to climate change
  • Vulnerability and adaptation (V&A) assessments of various economic sectors and natural systems (e.g. agriculture, water resources, health, tourism, fisheries) in relation to climate change
  • Review and identification of strategies and measures to reduce greenhouse emissions and mitigate the impacts of climate change
  • Identification of constraints, gaps, and related financial, technical and capacity needs
  • Other Convention-relevant information e.g. public awareness and education, technology transfer, research
Thematic components of the SNC

Preparation of the SNC is also expected to raise public awareness of climate change issues in each country, to strengthen integration of climate change concerns into national policies and development planning frameworks, and to enhance national capacity to respond to the impacts of climate change.

These GEF-funded projects receive support of US$405,000 each.

Antigua and Barbuda
Dec 2008 - GHGI final report submitted. V&A assessments underway. Avenues are being sought for collaboration with the IWCAM and SIRMM projects.

Barbados
No activity

Dominica
Aug 2009 - Final review of components underway.
Sep 2008 - National circumstances chapter, GHGI and V&A assessments completed. Draft chapters have been submitted for each component of the SNC.

Grenada
Dec 2008 - Work is underway on the national circumstances report and technology needs assessment. Draft reports have been submitted for the GHGI and V&A assessments.

St. Kitts-Nevis
No activity

St. Lucia
Aug 2009 - Models being constructed.
Feb 2009 - Participated in the "Harmonising Environmental Initiatives in St. Lucia: A Synergies Approach" workshop
Nov 2008 - GHGI has been completed. V&A assessments are underway.

St. Vincent and the Grenadines
Aug 2009 - Consultant to be contracted for National Circumstances component
Oct 2008 - Work has commenced on the national circumstances report, GHGI and V&A assessments.
