Eastern Caribbean Donor Group for Disaster Management (ECDGDM)
The Eastern Caribbean Donor Group (ECDG) is a mechanism for cooperation by development partners operating in Barbados and the Eastern Caribbean and is comprised of four thematic areas:
- Poverty
- Trade
- Governance
- Environment, climate change and disaster management
A recognition of the need for a coordinated and coherent approach to Disaster Preparedness and Response within the multi-country SIDS context of Barbados and the Eastern Caribbean led to the establishment of an operational/response sub-group to address disaster management – the Eastern Caribbean Donor Group for Disaster Management (ECDGDM).
The ECDGDM facilitates an effective, timely and coordinated response operation, in the event of a rapid onset emergency and request from an affected Member State and in support of existing regional mechanism. Several features of the region facilitated the development of this coordination mechanism:
- Barbados is a hub for development agencies serving the Eastern Caribbean
- The region share a common culture and socioeconomic context
- The existence of a regional disaster management mechanism through the Caribbean Disaster Emergency Response Agency (CDERA) which sets common standards and goals
- A culture of collaboration amongst development partners to address the challenge of working with numerous countries with the complexity of the challenges faced by SIDS
Objectives of the ECDGDM:
- To carry out initial assessments after the occurrence of a hazard
- To assist affected governments in coordinating the assistance in response to an emergency situation
- To enhance and support CDERA as the regional mechanism for disaster response
Composition of the ECDGDM:
- United Nations Resident Coordinator (Chair)
- CDERA is a core member
- Other members include international non-governmental organisations, bilateral assistance agencies, regional agencies and national government agencies
