Community Empowerment through ICT Capacity Building

Effective community development policies are close to non-existent in the OECS region and in urgent need of the attention of governments.

As part of its Community Empowerment/Development thrust, of the Poverty Reduction Programme, UNDP is providing support to countries of the Windward Islands in the establishment of community management teams, community assessments, development of community work plans, and assessments of Community Development Divisions. UNDP's larger development goal is to support the establishment of Community Resource and Internet Centers (CoRICs) where community capacities in leadership and for sustainable livelihoods can be further enhanced.

With the support of the French government, and in partnership with the International Telecommunications Union (ITU), UNDP has supported the establishment of CoRICs, as an integral part of the quest for solutions to eradicate absolute poverty since their participation by beneficiaries will broaden their access to information, education, and training at the community level.

The programme could provide community mobilization and training around the 'digital divide' and contribute to poverty reduction through using information technology to promote health, education, economic opportunities, community empowerment, participation and environmental sustainability - all of which are crucial for economic growth effective and competitive participation in the world market and poverty eradication.

Strategy

CoRICs will be engaged as a national strategy to promote networking, continuing education and productive human development and well-being across national sectors.The successful CoRICs projects will be implemented in phases as outlined below.

Phase 1

  1. Upgrading some physical Plants (electricity/air-conditioning/security etc.) Establishing management teams (for coordination and eventual hand-over for management of operations and administration. Includes training and capacity-building)
  2. Purchasing of equipment for program delivery and administration
  3. General program development (Collect and research data, effective networking, provide structured human development etc.)
  4. Identify trainers
  5. Monitoring and assessment to ensure program efficiency and effectiveness

Phase 2

  1. Design human development program (Administrative and Resource needs)
  2. Strengthening of community based and non-governmental organizations as part of the capacity-building effort and enabling wide use of the centres. Important for the sustainability of the CoRICs
  3. Implement  maintenance program: identify trainers

Expected outcomes include

Creation of a larger pool of computer-literate citizens and provision of greater opportunities for equal access to employment particularly for youths.

Promotion of partnerships and participation in communities.

The availability of computers will allow for expanded community training and self-knowledge for setting-up small businesses and encouraging youth entrepreneurship. It is also expected that civil participation on social issues that affect the country will be broadened through Community Internet access.
